Booking an appointment as a foreigner in Armenia: address registration, residence card and notarized translation

3 min read

For foreigners, stateless persons and refugees, appointments for address registration and residence card applications are also booked online via hartak.am, but the list of documents and the translation requirements are more detailed. This post describes the steps and the cases in which notarization is needed. In all cases applications are handled by the Migration and Citizenship Service of the Ministry of Internal Affairs of Armenia.

Address registration

The address registration appointment is intended for foreigners, stateless persons and refugees who have the right to reside in Armenia. The visit takes up to 30 minutes, the state fee is 1,000 drams, and the registration is issued within 3 working days. A separate booking is required for each person, including children.

The steps: identify yourself on the portal, enter your phone number and e-mail, confirm the one-time code sent by e-mail, enter the visitor’s first and last name in Armenian letters, as in the passport, choose the day and time, and confirm. The booking is valid only once you receive the confirmation e-mail.

Cases that require notarization

  • The owner’s consent, if the owner cannot be present when someone registers at their address. The consent must state the first name, surname, patronymic and date of birth of each person being registered. If there are several owners, all of them must consent.
  • An Armenian translation of your foreign passport, if you are neither the owner of the flat nor have a lease agreement. For Russian citizens, a notarized passport translation is often required even when registering on the basis of ownership.
  • When renting, the lease right must be registered with the Cadastre Committee of Armenia.

Bring the receipt for the state fee to your appointment: you can pay through the E-payments system, by bank transfer or at a payment terminal. Children who are Armenian citizens under 16 are exempt from the fee, while a receipt is required for a foreign child.

Residence card

You can also book online via hartak.am for temporary and permanent residence. For a temporary residence card choose “Book online”, for permanent residence choose “Online appointment”. For student residence, the application is usually submitted by the educational institution. Apply to extend your card at the passport office at least 30 days before it expires.

This description is not exhaustive: check the documents required for each type of residence on hartak.am or with the Migration and Citizenship Service (8422).

Notarized translation of a foreign passport

Temporary and permanent residence applications require a notarized Armenian translation of the foreign passport, together with the passport and a copy of it. For student residence the translation must be certified by a notary, and the copies must also include the pages with entry stamps.

A notarized translation is made together with the original passport, so the original passport must reach us — in person or by courier. The scan is used only to calculate the price. We go to the notary on your behalf.

If you also need a document issued in another country, ask the Migration and Citizenship Service whether it must carry an apostille. Apostil.am does not issue apostilles, but gives free advice on which authority to contact and in what order to do the translation and the apostille. Estimate the cost in the calculator or message us on WhatsApp: +374 33 130371.
